West Virginia State Police need your help locating an escaped prisoner. Lloyd Rapp, who is on federal probation, was arrested Tuesday, May 12 on misdemeanor drug charges. The arresting officer transported Rapp to Clay County Magistrate Court for arraignment at which time Rapp was able to escape from a faulty holding cell. Rapp fled on foot through the town of Clay, where it is believed he traveled into the Elk River. West Virginia State Police brought search dogs to the area to aide in locating Rapp, but searches of the area were unsuccessful. Troopers are asking that anyone with information about Rapp or his whereabouts to contact the Clay WVSP Detachment at 304-286-3185.
