The meeting was started by Donna Salisbury who requested the names of any county, state, or nonprofit agencies who had permission to access to the nutrition site at Two Run. She had previously requested keys and was hoping for an update. Mrs. Kinder told her a list will be provided once it is available. Mrs. Salisbury also stated that she was making an FOIA request for any invoices, purchase orders, payment requests, or payments made from January 1st, 2023 to September 18, 2023 for the nutrition site. The statements in question are for Adam Taylor of
Quality Land and Property Services LLC. She also requested a typed copy of the recorded minutes for the meeting on August 28, 2023.
Terry Martin provided an update regarding the Clay County Annex and the grant that was received for the broadband project from the EEG. The grant was in the amount of $1,450,000. He stated that in his opinion an architect needed to be acquired to get an exact figure for the project. An advertisement was sent via email to Mr. Schoolcraft regarding this and an update was requested. It was suggested to add this to the agenda for the next commission meeting.
Mr. Martin also updated the commission on his conversation with the Roane County EDA. They’re in the process of getting everything started in that county and continuing through Clay County. A report will be provided at the next Commission meeting on these two agenda items.
A motion to approve the minutes from the previous meeting was approved and seconded. The bills and purchase orders that were presented along with the budget revisions were also approved.
Joyce Johnson moved to approved erroneous assessments as presented by the Assessor for Gerald Leon, Vernal Taylor, Jessica Adkins and Billy Tanner. Other approved agenda items included a waiver of final settlement for the estate of Bonnie Duffield, waiver of final settlement for the estate of David L. Brannon, confirmation of probating the last will and testament of Betty Ann Underwood, and the last will and testament of Luigina Paola Herald.
Mrs. Johnson also moved to approve a resolution to enter into a contractual agreement with the Clay County Board of Education and the Division of Administrative Services, Justice, and Community Services to receive and distribute Grant funds. This would be in pursuant to the provisions of the Justice Assistance Grant Program. There would also be no second resource officer, just a renewal of the grant for the current resource officer.
A resolution was proposed to approve invoices for the Big Otter Nebo water line extension. An update was provided stating that the project is moving along well. A meeting was held at the end of August for participants to sign up for services. A second meeting will be held on September 26 at Big Otter Elementary. The resolution and invoices were approved as provided.
The last item on the agenda was a motion to designate October 28, 2023 as the Clay County trick or treat day. It will be held from 6 to 8 p.m. since the Trunk or Treats will be on the same day.
