The USDA – Rural Development, Rural Utilities Service has received an application for financial assistance from the Birch River PSD.  As required by the National Environmental Policy Act, the Rural Utilities Service has prepared an Environmental Assessment that evaluated the potential environmental effects and consequences of the project.  This notice announces the availability of the Environmental Assessment for public review and comment.
The proposed project consists of installing approximately 13,000 linear feet of 8 inch waterline, 35,780 feet of 6 inch waterline, 1,500 linear feet of 2 inch waterline, a water storage tank and a water booster station.  This project will provide water to an additional 50 customers.  Birch River PSD buys water from the Flatwoods-Canoe Run PSD.
This project has been approved by various Federal, State and Local Government offices as planned.  However, if the routes or scope of work changes these agencies will be notified and given a chance to comment.  Several alternatives were studied and analyzed using environmental factors and financial evaluations.  It was determined that this is needed to improve the environment of the community.
Copies of the Environmental Assessment can be reviewed or obtained at the USDA Rural Development, Beckley Area Office, 481 Ragland Road, Beckley, WV  25801 or contact Teresa Miller at 304-253-9597; E.L. Robinson Engineering, 207 Brookshire Lane, Beckley, WV 25801 or at 304-252-7473.  Any person interested in commenting on this project should submit comments to the address above within 30 days of the first publication.
