Commission and ARC Say Big Otter/Nebo/Walker Road Water Line will be open in December

The Clay County Commission held its final regular monthly meeting on Monday, September 28, 2026, and was continued until Tuesday, October 6th this year. All three members of the Clay County Commission were present. Joyce Johnson, Commission President and Commissioner Duane Legg were physically present; Commissioner David Schoolcraft was present by phone.

The Commission opened with normal county business. They approved the minutes from the previous meeting, bills, purchase orders, budget revision, erroneous assessment as presented by the Assessor, fiduciary appointments as presented by the County Clerk, which included approving last wills and testaments, affidavits and waivers of final settlement for estates. The commission set the date for the Estate hearing for the Estate of Robin Lilly, deceased, for October 26 at 10 a.m..

The Commission adopted an Election Official Trainees Program, as established by the state, for 16 and 17-year-old students. While they cannot vote, they will take the same training as all election officials and will participate during the general election.

The Commission also set the dates for the Board of Assessments as October 13 at 1 p.m. and October 26 at 1 p.m..

The Commission also confirmed that the Clay County Trick or Treat will run the same date and time as the City of Clay had already established for themselves: Saturday, October 31, 2026, from 6-8 p.m..

The best news of the meeting came from Terry Martin. He announced the re-application for the Ossia Road Waterline Project. He also discussed the issues and possible solutions for the Clay County Library issues.

He asked for a time for interviews from the commission for the three contractors under consideration for the new Clay County 911 Center, ZMM, the Mills Group and Pickering. The interviews will happen following the first October Commission Meeting on October 13 from 9:30 a.m. to 11:30 a.m.

But the best news was that the Big Otter/Nebo/Walker Road Waterline will officially be finalized and open in December. And that the Grassy Fork Waterline will out for bid in November and a bid would be selected in January of next year.

The meeting could not be closed, but continued to October 6. Commission President Johnson opened the floor for public comment. There were few who commented, but Clay County Assessor Teresa Davis introduced Laura Canfield as her full-time Transfer Clerk.

The commission will meet on October 6 for the public Election Voting Machine tests and the next regular meeting of the Clay County Commission will be on Tuesday, October 13.

West Virginia in-person early voting at the Clay County Courthouse for the General Election dates: October 21-31, 2026 (weekday regular business hours; Saturday 9 a.m. – 5 p.m. on October 24 and October 31).
