Clay County Commission Hears Update on the Fishing Derby at Wallback Lake

Clay County Commission met for their regularly scheduled meeting on Wednesday, March 23rd. During the meeting, Mrs. Connie Sizemore gave an update on the progress of the upcoming Fishing Derby at Wallback Lake/Lake Sampson. Last year there were 228 kids in attendance, an excellent turnout. This year they are preparing for the same amount to show up. The fishing derby will be on April 16th. Lightning McQueen will be there as well and may have his best friend Mater to join him.
The meeting proceeded with Karen Nicholas and Sheila Thorne requesting funds for the Clay Library.
The commissioners then moved to the action items on the agenda. The appointment of Wilma Boggs, Administratrix of the estate of Ronald Boggs, deceased was approved. Probating the last will and testament of Ingrid Karin Canfield and the appointment of Arlene Tucker, Executrix was approved. The following action items were approved as well: appointment Arnold Stewart, Administrator of the estate of Teresa Ann Stewart, deceased; the appointment of Ricky D. Hall, Administrator of the estate of Birdene Madge Nicholas, deceased; and the appointment of Melody Cunningham, Administratrix of the estate of Barbara Jean Thacker, deceased.
The Final Settlement report for the estate of Mary Louise Douglas and the discharge of James Wilson Douglas as Executor was also approved. A request of waiver of final settlement for the estates of Mildred Ann Carter, Broadus Daniel Markle, Sally Ann Holcomb and Genevieve Walker Boggs, deceased was approved and the final settlement report for the estate of Bobby Dale Tanner, deceased and the discharge of Phyllis June Thorne, Administratrix was approved.
The Clay County Business Development Authority requested to have David Falls removed as a board member due to non-attendance, and approved the appointment of Beverly Whailing as a board member for an unexpired term ending June 11, 2017.
April 2016 was declared Fair Housing Month in Clay County, West Virginia. An Audit report for the Clay County Board of Health for fiscal year ending June 30, 2015 was approved, as well as an audit report for the Clay County Public Library.
After hearing the request from the Clay County Public Library spokeswomen, the commission moved to allocate $0 to the Clay County Public Library for the fiscal year 2016-2017. This decision was made only because there isn’t any money available to give them. The commissioners then approved the budget for Clay County for fiscal year 2016-2017.
Big Otter Volunteer Fire Department’s Chief Gary Butcher and Lizemores Volunteer Fire Department’s Chief, Justin Elliott were appointed as members of the Clay E911 Advisory Board for a term expiring March 23, 2019 as well as the appointment of a WV State Police officer and a WV Division of Natural Resource Police officer as members of the Clay E911 Advisory board for a term expiring March 23, 2019.
The next County Commission meeting is scheduled for April 13, 2016 with a special meeting starting at 9:45 a.m. for a proposed project which consists of purchasing a new 4-wheel drive ambulance. The commission has applied for a USDA Rural Housing Service Federal Assistance Grant. The public is invited to attend that meeting just before the regular meeting.
