The Clay County Commission met for their last scheduled meeting of January 2017.
After approving the minutes from the previous meeting, bills and purchase orders as presented were approved, a budget revision for the offices of the assessor’s valuation fund, assessor, circuit court, courthouse, election, county commission, home confinement and emergency services was approved.
A motion to confirm probating the last will and testament of Maria Gloria Morriss and the appointment of Adelita Lubin, executrix, was approved. The appointment of Ralph Bryan Nottingham, administrator of the estate of Tina Lynn Nottingham, deceased, was approved. The appointment of Natasha Turner, administratrix of the estate of Elizabeth Ann Pauley, deceased, was approved.
A request by the Clay County Business Development Authority to appoint Mike Moles to the board for a term expiring January 25, 2020, was approved. The resignation of Fran King as a board member of the Clay County Housing Authority, effective December 31, 2016, was approved. A motion to appoint Frank Massey as a board member of the Clay County Housing Authority for an unexpired term ending August 11, 2018, was approved. Vacancy was left by King. A motion to reappoint Jerry Stover as a board member of the Clay County Landmark Commission for a term expiring July 1, 2022, was approved.
A motion made to approve the Sheriff’s Settlement for the period of July 1, 2016, through December 31, 2016, was approved. A motion to approve an updated list of Clay County’s Local Emergency Planning Committee (LEPC), was approved. A motion to write a letter to the West Virginia Ethics Commission to allow the county commission to conduct business with King’s Wrecker Service, was approved. King opted out for this motion. Kings Wrecker service is the closest wrecker service to service clay county for many miles in any direction you can go.
A motion to table a resolution and order pertaining to the sale of water assets of Queen Shoals Public Service District to WV American Water and the dissolution of the Queen Shoals Public Service District until the county commission can receive a letter from HUD stating that the county commission will not be responsible for a grant in the amount of $2 million is received.
