County Commission hears update about pharmaceutical lawsuit at meeting

The Clay County Commission met on Wednesday, January 24, 2018. Before the meeting started, Mark Troy, who is aiding the county in a pharmaceutical lawsuit in federal court, talked about the litigation against the pharmaceutical companies in manufacturing and distributors.

The county is among many counties in West Virginia alone included in the lawsuit. West Virginia is #1 in the opioid overdose epidemic currently happening in this country. There is a 55 page story to go along with this suit, you may contact the county clerk’s office to get more information if you want it.

The meeting then proceeded with action items. A motion to approve the minutes from the previous meeting was approved. A motion to approve the bills and purchase orders as presented was approved. a motion to approve Erroneous Assessments as presented by the Assessor for Dewey W. Roush was approved. A motion to approved budget revisions for Sheriff-Treasurer, Federal & State Grants was approved. A motion to approve the “Request of Waiver of Final Settlement” for the estates of Marmell O’Brien, Hobert G. Cook, and Samuel Eugene Daniels, deceased, was approved. A motion to confirm probating the Last Will and Testament of Catherine Genevieve Paxton and the appointment of Charles Edward Paxton, Executor was approved. A motion to approve the appointment of Tommy Young Jr., Administrator of the estate of Renee Lynn Boyd, deceased, was approved. A motion to appoint Roger Mullins as a member of the Clay County Business Development Authority for a term expiring January 24, 2021 was approved.  A motion to contribute insurance on the library building to the Clay County Library for Fiscal Year 2018-2019 was approved. a motion to accept Kim Brown resignation/retirement from the Clay Ambulance Service effective December 31, 2017 was approved. Mrs. Brown served the county for 36 years. Thank you for your service! A motion to appoint Avis Moore, Democrat and Karen Nicholas, Republican as Ballot Commissioners for a term expiring December 31, 2019 was approved.

A motion to designate the number of poll workers for all eleven precincts was approved. All precincts will have two poll clerks and three commissioners of which three will be democrats and two will be republicans. A motion to place the “Clay County Library Levy” issue on Clay County’s ballots during the May 8, 2018 Primary Election was approved. A motion to adopt a policy and procedures for hiring employees for Clay County E911 Communications Center and the Clay County Ambulance Service was approved. Anyone seeking employment must complete background check, drug screening, and all information must be provided to the county commission (county clerk’s office) before potential employee can be placed on the agenda for hire. A motion to allow the WV State Tax Department to review and make changes as deemed necessary to the 2018 mineral assessments thru February 19, 2018 was approved. A motion to approve a list of prior outstanding checks for cancellation as presented for Sheriff Triplett was approved.

As of January 24, 2018, the Clay County State Police detachment is no longer combined with Calhoun County.

The next county commission meeting will be held on February 14, 2018.
