The Clay County Commission held their regularly scheduled bimonthly meeting on Wednesday, Feb. 8.
The Clay County High School Travel WV Class attended the meeting and gave a presentation asking for assistance by way of a place to host a visitors center for Clay County. See article on front page for full details on this topic.
After the presentation by CCHS students, the meeting proceeded with the action items on the agenda. The previous meeting minutes were approved. The bills and purchase orders as presented were approved. A budget revision for the office of assessor was approved. The appointment of Casey Terry, administrator of the estate of Michael A. Terry, deceased, was approved. A motion to confirm probating the last will and testament of Wanda Arlene Facemire and the appointment of Joyce Ann Griffith, executrix, was approved. The appointment of Aneita Jackson, administratrix of the estate of Lloyd Dayton Nichols, deceased, was approved. The appointment of Bobby L. Holcomb, Jr., administrator of the estate of Lona Jane Austin, deceased, was approved. The final settlement report for the estate of Ommie E. Neal, deceased, and discharging William Neal and Kenneth Neal as co-administrators was approved. The final settlement report for the estate of Dallas Lee Stutler, deceased, and discharging Geneva Lacy and Richard Jones as co-executors was approved.
A motion to approve documents received from King’s Trucking and Wrecker Services, as required by the 2015 Clay County Towing Agreement, was approved. A motion to approve the appointment of Robert Belt as chief deputy sheriff, effective Jan. 25, 2017, was approved. Charles A. Ramsey was approved for hire, pending a successful completion of a drug screen and background check, as a part-time custodian effective Feb. 8, without benefits, and his rate of pay will be $8.75 per hour. A motion to correct Jerry Stover’s term as a board member of the Clay County Landmark Commission as Feb. 1, 2022, was approved.
A motion to accept a $760,000 grant from the Appalachian Regional Commission for the Pack Fork and Independence Road water line project was approved. This grant was awarded back in December 2015, but the acceptance letter was never sent out for the commissioners to sign in acceptance. This is to tie up loose ends for the grant money to be awarded.
Finally, a motion to approve a resolution and order pertaining to the sale of water assets of the Queen Shoals Public Service District to WV American Water and the dissolution of the Queen Shoals Public Service District, with a public hearing at 9:45 a.m. on March 8, was approved. This dissolvent of Queen Shoals PSD will not happen immediately. There are several FEMA reimbursements that have to be received by Queen Shoals PSD before WV American Water can take over.
