The residents of the community of Elkhurst have their road added to the official Highway Map for Clay County thanks to advocacy by Governor Patrick Morrisey’s Office. It’s refreshing to have a meaningful response from a public official.
Rocky Osborne received an email in January of this year from Jeffery Price, Senior Transportation Realty Agent WVDOH / District One confirming that the road CR 16/25 is extended to Elkhurst following the former railroad grade.
The addition of this road to the map is necessary for the local Department of Highways to maintain the road. This section of roadway was deeded to the DOH in May of 2024 and the necessary paperwork finished to place it on the map was completed on August 7, 2024. For some reason the final step was not completed under Governor Justice’s administration. Rocky wrote Governor Morrisey in June of 2025 to ask his office to expedite this process as the local DOH had refused to do maintenance on the road. Governor Morrisey responded within a week directing the DOH to complete maintenance on the road.
Rocky checked in with the new District One Head, Travis Knighton, in December 2025 and received the documentation from Jeffery Price that the road was already added to the map and would be added to the public version at the end of March.
