County commission hears special speaker and more

The Clay County Commission held a regular session meeting on June 13, 2018. The meeting was packed full as many members from the county’s three fire departments were in attendance about concerns with the communications from E911.

Complaints of the towers needing maintenance, radios needing updated, and more were brought to the table. Commission President said he had called the company who does maintenance on the equipment a few meetings ago, but said the company had not been able to make it out yet. The communication goes in and out and everything is not able to be heard most of the time so it puts the fire department, EMS, and emergency responders in danger while trying to respond to an active emergency to help citizens. The company that does maintenance was supposed to be contacted again, we will update after the next meeting on if they have come or scheduled to come.

J.B. McCusky, WV State Auditor was in attendance, and spoke on the transparency website that has been created to help the citizens of the state see where money is being spent. It is also available for each county to keep track of things going on in individual counties.

The meeting proceeded with action items. A motion to approve the minutes from the previous meeting was approved. A motion to approve the bills and purchase orders as presented was approved. A motion to approve budget revisions were approved. A motion to approve erroneous assessments as presented by the assessor for Robert J. Runion, Kathryn E. King, James A. Brown, Brian S. Legg, Shannon Clark, Randal & Delores Bunting, was approved. A motion to approve a refund of erroneous assessment as presented by the Assessor for Scott and Angela Burkhamer was approved. A motion to approve the appointment of Mary Samples, Administratrix for the estate of Howard Lee Samples, deceased, was approved. A motion to approve the appointment of Donald J. Triplett, Sheriff as Adminstrator for the estate of James Thomas Dierickx, deceased was approved. A motion to approve a request of waiver of final settlement for the estate of N. Keith King, deceased was approved. A motion to approve a final report for the estate of William Glen Francis, deceased and release Jerry Salisbury as Administrator was approved.

A motion to reappoint Roger Hanshaw as a member  of the Clay County Business Development Authority for a term expiring June 30, 2021 was approved. A motion to approve the reappoint David W. Pierson Jr as the citizen representative to the regional intergovernmental council for a term ending June 30, 2019 was approved. A motion to allow the Clay Farmer’s Market to use the courthouse courtyard from June 13, 2018 thru Mid-October, 2018 was approved. A motion to approve the region 3-4 healthcare coalition participation agreement was approved. A motion to accept Brad Witt’s resignation effective June 8, 2018 was approved. A motion to hire Dianne Lyons as a part-time tax deputy for the Clay County Sheriff’s Department effective June 5, 2018 was approved. Dianne’s rate of pay will be $9.50 per hour. A motion to hire Debbie Tanner as a part-time worker for the Clay County Circuit Clerk’s office effective June 14, 2018 was approved. Debbie’s rate of pay will be $8.75 per hour. A motion to approve by-laws for the Clay County Enhanced 911 Communications advisory Board dated April 17, 2018 was approved. A motion to appoint additional members to the Clay County E911 Advisory Board, was approved. The following agencies will be represented on the board; Big Otter Volunteer Fire Department, Lizemore Volunteer Fire Department, Clay Volunteer Fire Department, WV State Police and WV Division of Natural Resource Police.
